Annual General Meeting

Ken Loney the president of the PLRA called the meeting to order and introduced Murray Fearry the Reeve of Haliburton. He reported that:
- the landfill needs more space
- roads are in development
- the economy is a big concern, assessments of lakefront properties going up
- Dan Kaye will take care of guard rail on Percy Lake Road
The Executive – has a new member, Brian Eady. We are sad to say good bye to Gerry Roberts - an invaluable member of the executive. A unanimous vote was made to accept the current executive and Ken Loney will remain president for another year.
The Treasurer's Report revealed that there is a balance of $4,112.00. as of Dec. 31, 2007. $2,000.00 of that balance is reserved for a special fund (no designation made).
Hi-Speed Internet is being installed by Bell up to and including FIRA Hall on Haliburton Lake. It would cost approx. $300,000. to get hi-speed up to Percy Lake. With a commitment of 40 to 50 people, it is possible that this could happen. A petition that Jack Russel circulated will be presented to Jim Neubauer of Bell.
The Percy Lake Watershed Plan was submitted to counsel of Dysart et al in the fall and made a most favourable impression. Having been accepted by counsel, the plan is now on hold before being presented to Haliburton County – where if it is accepted will become part of the official plan of Haliburton County. The county is waiting for a report from FOCA on a study of lake plans.
The Coalition of Equitable Waterflow wrote a report on the future of the Trent-Severn Waterway and presented it to the minister fall of 2007. The report came to the conclusion that the department of Natural Resources and Parks Canada don't have what it takes to get the job done. Authority for the waterway is split among too many groups. One of the recommendations made by the report was one body of authority that would have complete control. Government decisions are pending on this report.
The Grief Bros. Development update indicated that:
-roads in the development will likely be condominium cooperation roads. They will be built by the developers but maintained by the owners.
-properties in the development will have approx. 316 feet of shoreline and six acres of land. There will be 41 new lots on Haliburton Lake and 65 new lots on Percy Lake.
-5% of the value of the development will be given to the township. This will probably include the islands, the sand spit peninsula, and other areas as well.
-the official Gull Lake portage will not be developed nor will the land immediately beside it.
-marsh land to the south and southeast of Percy Lake is environmentally protected and may be turned over to Ducks Unlimited.
-submissioin of subdivision plans is estimated to be around Dec. 31, 2008. A one year approval process must follow. Likely it will be spring of 2010 before the first lots will be for sale.
The motion to incorporate the PLRA is still in the works. More to come on this.
The Fishing Derby Awards were not presented this year. No entries! Sounds a bit fishy.
Percy Lake break-ins are on the increase. We are advised to be alert to cars coming and going around our lake.
What do we do with stray docks that float up to our shores? One suggestion was to burn them or ask your neighbours if they are missing a dock. Jim
Richert volunteered to form a Wrecking Dock Crew and look into this dock problem. It looks like this issue will be floating up again next year!
Are there cottagers who would be interested in sharing the costs of snow plowing in the winter? Harry Winder was asked to look into this cold issue.
